Enter the Netherlands as a founder with the Dutch Startup Visa.

The Dutch Startup Visa is a one-year residence permit for non-EU entrepreneurs launching an innovative, scalable startup. Polder takes you from eligibility assessment through business plan, facilitator matching, IND application, and — where it strengthens your case — MVP development.

What to expect

A 30-minute call with Polder will determine whether your startup idea meets the IND innovation criteria and what the realistic timeline looks like for your situation.

Why the Netherlands for your startup

One of Europe's most startup-friendly ecosystems

The Netherlands consistently ranks in the top five European startup destinations — with Amsterdam, Eindhoven, and Utrecht offering strong tech talent, EU market access, and a well-developed investor network.

A structured path to EU residency

The Startup Visa provides a one-year permit with a clear path to extension. After one year with a recognised facilitator, founders who meet the milestones can apply for a three-year self-employment permit — giving real stability to build.

WBSO and innovation incentives from day one

Dutch R&D tax credits (WBSO) and innovation grants are available from your first year of operation. An early-stage startup with a technical product can recover a significant portion of development costs — reducing burn rate during the most capital-intensive phase.

English is the working language

The Netherlands has one of the highest English proficiency rates in the world. You can operate, hire, and close deals in English across the entire Dutch business ecosystem without a language barrier.

The Startup Visa process

01

Eligibility assessment & idea validation

Not every business idea qualifies for the Startup Visa. The IND requires the startup to be innovative, scalable, and not simply a copy of an existing concept. Polder assesses your idea against the criteria — including whether your sector, product type, and business model are likely to meet the innovation threshold — before any significant time is invested.

02

Business plan & jaarplan development

The business plan (and associated jaarplan — a 12-month milestone plan) is the core of the application. It must be IND-compliant in structure, credible in financial projections, and coherent as a market narrative. Polder develops this with you through a structured interview and research process — it is not a template fill.

03

Market research & competitive positioning

The IND and facilitators scrutinise the market section of your business plan. Polder conducts targeted market research to validate the opportunity size, identify the competitive landscape, and position your startup's differentiation in terms that resonate with Dutch assessors.

04

Facilitator identification & matching

By law, every Startup Visa applicant must be supported by an IND-approved facilitator — a Dutch organisation recognised for its ability to mentor and validate innovative startups. Polder identifies the most relevant facilitator(s) for your sector, prepares your pitch materials, and supports the outreach and meeting process.

05

Pitch preparation & facilitator meeting

The facilitator meeting is effectively your first investor pitch. It determines whether the facilitator will sign your letter of support — the single most critical document in your application. Polder prepares you for this meeting: anticipated questions, how to present your business model, and how to address innovation and scalability concerns.

06

MVP development (where applicable)

For tech startups, a working prototype or early MVP significantly strengthens both the business plan and the facilitator meeting. Polder can build your MVP — web or mobile application, platform, or API — as part of the Startup Visa process, giving you a demonstrable product before the application is filed.

07

Document preparation & IND application

With the business plan finalised, facilitator letter secured, and all supporting documents prepared, Polder coordinates the IND application submission — including document legalisation and certified translation where required. We manage the application checklist, submission timing, and any IND queries during processing.

08

Post-approval: company formation & operating setup

Once the Startup Visa is approved, the clock starts. Polder moves immediately to company formation (BV or eenmanszaak depending on the structure), KVK registration, VAT setup, and business banking — so you're operational from day one of your permit.

Common questions about the Startup Visa

How long does the Startup Visa process take?

From the start of the business plan process to IND approval typically takes 2–4 months. Business plan development takes 3–6 weeks, facilitator matching and meetings take 2–4 weeks, and IND processing takes 3–6 weeks. Polder sets realistic expectations from the initial consultation.

What happens after the one-year Startup Visa?

After one year with a recognised facilitator, founders who have met their milestone plan can apply for a three-year self-employment permit (zelfstandige). Polder supports the transition and milestone documentation through the initial permit period.

Do I need to speak Dutch?

No. The IND process, business plan, and facilitator relationships are all conducted in English. Dutch language is not a requirement for the Startup Visa.

Can my family come with me?

Yes. Dependent family members (partner and children) can apply for a dependent residence permit alongside your Startup Visa. Polder can coordinate the family application alongside the founder application.

Does Polder guarantee Startup Visa approval?

No guarantee can be given — final decisions rest with the IND. However, Polder only works with founders whose ideas have a realistic chance of meeting the innovation criteria, and the business plan and facilitator preparation significantly improve the quality of the application.

What if my application is rejected?

Polder reviews the IND decision and — if grounds exist — supports the objection (bezwaar) process. In many cases, rejection is due to document deficiencies or unclear business plan sections rather than a fundamental eligibility issue, and these can be addressed in a revised application.
