Polder Türkiye · Technology market entry

Build in Türkiye. Stay connected to Europe.

For international founders and European technology companies, Türkiye can be more than a lower-cost base. Polder brings Tech Visa readiness, technopark admission, company setup and ongoing operations into one accountable route.

Polder is an independent advisory and coordination partner. We are not affiliated with the Republic of Türkiye or the Türkiye Tech Visa programme, and no approval or incentive can be guaranteed.

Choose the right entry point

One programme name, three different business cases.

We first determine whether Tech Visa, technopark admission, or a standard Turkish company structure is the right route. They overlap, but they are not interchangeable.

Is this route worth a closer review?

This is an initial commercial screening, not a government decision. Your answers help us identify the most useful first conversation.

Where Polder adds value

Before acceptance, through launch, after the first payroll.

The official programme may provide support to accepted applicants. Polder focuses on the work around that support: making the case investable, coordinating execution and keeping the company operational.

01

Readiness & route assessment

Technology eligibility, IP and activity review, founder and team structure, risk map, timeline and go/no-go recommendation.

  • Tech Visa vs technopark-only route
  • Activity and incentive boundary
  • Document and dependency map
02

Application narrative & pitch

A concise and internally consistent case built around the product, market and planned activities in Türkiye.

  • 10–15 slide pitch structure
  • Financial and hiring plan
  • Application consistency review
03

  • Partner-park shortlist
  • Entity and shareholder structure
  • Banking, office and registrations
04

People & ongoing operations

  • Payroll and accounting onboarding
  • Technopark reporting rhythm
The incentive reality

Strong advantages, with clear boundaries.

The tax case should be modelled around qualifying activity—not used as a blanket promise. Polder maps the commercial model to the applicable rules with licensed tax partners.

Qualifying profit

Income and corporate tax exemption

The current framework covers profits derived from qualifying software development, R&D and design activities in a Technology Development Zone through 31 December 2028.

Specific software

VAT exemption

VAT treatment depends on the type of software and where it is produced. It is not a blanket exemption for every invoice issued by a technopark company.

Eligible personnel

Payroll-related incentives

R&D, design and limited support roles may benefit under the applicable conditions, including defined limits and reporting duties.

Commercial sales, ordinary consultancy, activities carried out outside the approved scope and non-qualifying income may remain taxable. Final treatment requires project-specific tax advice.

A controlled route

Five gates from idea to operating company.

  1. 01

    Fit

Screen the founder, product, activity and timing before major cost is incurred.

  2. 02

    Case

Align the application, pitch, financials, team and Türkiye activity plan.

  3. 03

    Park

Match the sector and operating needs with a current programme partner.

  4. 04

    Launch

Coordinate approval dependencies, company setup, permits and registrations.

  5. 05

    Operate

Establish payroll, accounting, reporting and recurring compliance ownership.

Important questions

What founders should know before applying.

01

Is every technology company eligible?

No. The product, innovation content, planned activities in Türkiye and quality of the application are assessed. A technology label alone is not enough.

02

Does a Tech Visa automatically create a tax exemption?

No. Immigration status, technopark admission and the tax treatment of each activity are connected but separate questions. Qualifying projects and income must be documented correctly.

03

Can a foreign founder own the Turkish company?

Foreign ownership can be structured in Türkiye, but the right entity, shareholder documentation, banking and work-permit route depend on the individual case.

04

Can Polder guarantee admission, funding or a work permit?

No. Decisions belong to the relevant public authorities, technopark operators, banks and funding bodies. Polder improves preparation and coordinates the route; it does not sell outcomes.

05

What changes for founders from Iran or other higher-friction markets?

The business case can still be assessed, but banking, payments, document legalisation and KYC require an early case-specific review before timelines are promised.
